Metropolitan Transition Center opened in 1811, and has the distinction of being the oldest operating correctional facility in the United States. This institution houses pre-trial detainees that are awaiting trial/sentencing. The designated capacity of the Metropolitan Transition Center is 624 male inmates. Residents are housed in eight dormitories that are bi-level. The average length of stay at the Metropolitan Transition Center is five months.
Maryland Department of Corrections requires all visitors have an approved visiting application on file prior to attending a visiting session. Start the process by doing the following:
- Complete a Maryland Visitors Application. You must request this from the inmate, Maryland DOC does not make this available online.
- Complete, print, sign and submit the application back to the inmate.
- It will be up to the inmate to inform you of your visitation status, approved or denied.
- Once you are approved, you can schedule to visit your loved one (see below).
Metropolitan Transition Center Visiting Hours:
Visits are by scheduled appointment only, up to 7 days in advance, scheduling closes three days before the visit.
Schedule your visit by e-mailing MTC.InmateVisitation@maryland.gov. Include the following in your e-mail:
- Inmate's Full name
- Inmate's SID number
- Full name of each prospective visitor
- Allow 24-48 hours for response, in which you will be provided available dates and times you can pick for your visit.
Visits alternate weekly between in-person visits and video visits. Only one visit per week is allowed. In-person visits are 30 minutes in duration.
General Population Visits:
Thursday, Friday, Saturday, and Sunday
By appointment only. A maximum of three visitors is allowed including children.
Hospital Population Visits:
Saturday or Sunday
By appointment only. A maximum of two visitors allowed. No children are allowed.

Important things to remember when visiting an inmate at Metropolitan Transition Center:
- A valid government issued photo ID is required in order to visit.
- All visitors must clear a metal detector.
- All visitors are finger printed using the Wed ID system.
- If you are visiting with a minor they must be either the visitors immediate family member or the inmate's immediate family member.
- Your visit will terminate if you need to use the restroom, be sure to use it before your visit (this includes children).
Maryland Video Visitation
Video visitation is provided through Microsoft Teams. In order to participate in video visitation you must fill out a video visitation acknowledgement form. This is a free service available on android and iphone. Video visitation is thirty minutes in duration.
