Kulani Correctional Facility is a minimum security prison located on Mauna Loa Hawaii. Kulani Correctional Facility sometimes referred to as KCF, has the capacity to house up to 200 inmates. A large emphasis is placed on working and programs at this facility. Treatment programs are mandatory for inmates, vocational studies are encouraged, as offenders have the ability to learn a variety of skills and earn certifications in agriculture. Additionally, inmates can work in janitorial and food services within the institution, and provide a labor force for landscaping and conservation projects within the Pu'u Maka'ala Nature Reserve.

Offenders incarcerated in Hawaii prisons are allowed to receive unlimited correspondence through the mail. Legal and Privileged mail should be sent directly to the legal mailing address above. All personal mail should be sent to the inmate mailing address.
Always include your full name and return address on the envelope you are sending mail in.
Inmates may receive the following:
- Letters
- Postcards larger than 3.5"x5" and smaller than 6.5"x11.5"
- Mail will be returned if it contains stickers, inked stamps, glitter, glue, drawings, lipstick, perfume, or contains threatening or pornography
- New softcover books from a publisher, book club, or bookstore
All mail sent to an inmate must contain the following:
- Inmate's Full Name (first and last)
- Inmate Identification Number
- Inmate mailing address
- The full name and address of the sender
- Must be in English or Hawaiian unless prior authorization is received.

Inmates incarcerated in Hawaii have access to an inmate tablet that allows for secure message and photo sharing with approved visitors.
Inmates incarcerated in Hawaii have access to telephones during assigned times. Offenders have several pay options for their telephone calls including collect, prepaid, and using a debit card. You must be on the inmates telephone list, which they will setup during intake. Inmates are allowed up to ten active phone numbers on their list at any given time.
Global Tel Link (GTL) is the telephone service provider for inmates incarcerated in Hawaii. The service is called "GettingOut" and you can setup an account here. GTL also provides inmate tablets, which can be use during assigned times. These tablets allow inmates messaging, video visitation, and the ability to watch movies and play games for a fee.

Hawaii Department of Corrections allows anyone on the inmate's approved visitors list to send them money. Inmates can use these funds to purchase an assortment of items from the commissary including telephone time, various premium features on their tablet, food, stamps, and hygiene items.
You must be on an inmate's approved visitation list in order to send funds to them.
To send money you will need the inmate's full name, and Identification number.
Send money to inmates in Hawaii in the following ways:
- Online: Send up to $300 per month online through GTL ConnectNetwork for a fee.
- Telephone: By calling 1-877-650-4249 using a debit or credit card
- By Mail: Send up to $300 per month using a cashier's check, or official bank draft via the mail.

- Write the inmate's name in the memo
- Senders name and address must appear anywhere on the face of the check
- In Person using cash/debit card at the facility lobby kiosk
To obtain more information on an inmate including sentencing information, the inmate's current location, and their ID number you can search the Hawaii inmate database.
All visitors must be on the inmate's approved visitation list before they can attend a visitation session. Do not attempt to attend a visit without being on the approved visitation list you will be rejected.
You must fill out a Kulani Correctional Facility Visitors Application and have it approved before you can visit. If you are visiting with a minor you will also need to fill out a minor consent form and a waiver.
It is up to the inmate to have you added to their visitors list, and it is also up to the inmate to inform you of the applications status (approved or denied). Requests for visits will be denied if the inmate has a disciplinary infraction within 30 days of the requested visit.
- Visitors 13 years of age and older are require to present a valid government photo ID
- Inmates are allowed two adult visitors with a maximum of five visitors including children (2 adults, 3 children)
- Visits are up to one hour in duration if space allows but are usually restricted to 30 minutes

All visitors are searched before entering into visitation.
Dress Code
- No hats, caps, ponytails, buns, ribbons, beads, braids, dreadlocks, scrunchies, clips, picks, combs, flowers, bandanas, wigs, toupee, hair extensions are allowed. Elastic rubber bands are the only thing allowed to hold hair up
- Undergarments are required (panties, slips, bras, boxers/briefs)
- No halter tops, or bra-less attire
- No bras without straps, no underwire bras, no athletic bras
- Dresses/Muumuus must be worn with slips, and must not be shorter than 2 inches above the knee when seated, and must not have slits that rise higher than the kneecap when seated
- No clothing with false pockets
- Blouses and tops must overlap the bottom garment by at least 3 inches, and must have sleeves. The shoulders, midriff, back and cleavage must be concealed. Shoulder straps must be at least 2.5" wide
- No bathing suits
- Pants and trousers must not have cuffs, cannot have false pockets, cannot be form-fitting or skin tight (no spandex or aerobic material is allowed). Shorts and capris are prohibited
- You must wear slippers, sandals or shoes, bare feet is not allowed
- Do not wear all solid black footwear
- No sunglasses
- No jewelry
- No clothing that contains profanity, or be symbolic of drugs or gangs, sexual symbols, or contain offensive or threatening language/images are prohibited
- No handbags, this includes purses and wallets
- No coveralls
- No padded clothing, no lined sweaters/jackets or hooded clothes
